The Federal Clean Water Act requires states to assess all waters to identify those that do not meet state water quality standards, conduct TMDL studies to set pollutant reduction goals, and implement corrective measures to restore waters to standards. The Minnesota Pollution Control Agency coordinates surface water quality programs in Minnesota.
